HOLY INFANT COLLEGE OF TACLOBAN CITY, INC. HISTORY

Holy Infant College of Tacloban City, Inc. started as an academy in 1924 founded by the parish priest of the Sto. Nino Parish Msgr. Sofronio Hacbang and his support group.

The school was located behind the Sto. Nino Church corner Real and Gomez Street Tacloban City. Benedictine Sisters were the first to administer the school, struggling their way through. At the outbreak of World War II, they remained in the school building in spite of the danger around them. But in 1951, the Benedictine Sisters left the school, so the Diocese of Palo put it under lay administration. From 1951 to 1954, Miss Elvira Jimenez was put in charge of it. During this time, Msgr. Lino Gonzaga, then Bishop of the Diocese of Palo on his trip abroad went looking for Religious Women Congregation to take over the administration of the school. He was introduced by the Irish Redemptorists to the Sisters of Mercy at St. Maries of the Isle in Cork, Ireland, and asked the Mother Superior to send Sisters of Mercy to the Philippines.
On September 23, 1954, the first group of Irish Sisters of Mercy came to Tacloban and eventually took over the administration of Holy Infant Academy. The six pioneers RSM Sisters were Sr. M. Canisius Murphy, Sr. M. Emmanuel Brown, Sr. Joseph Mary Cocoran, Sr. M. Annunciata Desmond, Sr. M. Assumpta Hayes and Sr. M. Gertrude Ryan. The school was exclusively for girls by then. Later, the school accepted boys in the Elementary Department.
In l964, the following courses were offered: Bachelor of Arts and Bachelor of Science in Education and Associate in Music. In 1965, the school got the status of a college and changed its name from Holy Infant Academy to Holy Infant College of Tacloban City, Inc. The school became coeducational in school year 1969 – 1970 as boys were accepted in High School. In 1971, the college department was transferred to a donated piece of land in Utap ( donated by Catalina Tarcela Family ), where the RSM Convent is located.
In 1972, the school buildings located behind Sto. Nino Church went up in smoke, which necessitated the transfer of the basic education department to Utap Campus. When the Irish Sisters left the Philippines, Filipino Sisters of Mercy took over the administration, Sr. Maria G. Villegas, RSM was the first school head. Holy Infant College of Tacloban City, Inc. was given recognition by the Commission on Higher Education (CHED) and Technical Education Skills Development and Authority (TESDA) on the following programs / courses.

Holy Infant College of Tacloban City, Inc., believes that:

Goals and Objectives

GOAL 1: Quality and Excellence

Equip the students with relevant knowledge and understanding, gainful skills and positive attitudes essential for attaining needed learning facilitated by professionally qualified instructors with updated instructional materials.

Objectives
  1. Upgrade the quality of teachers by making the faculty development program meet standards.
  2. Strengthen in-service training program in all levels in the educational ladder and monitor application of innovative strategies for the improvement of instruction.

GOAL 2: Relevance and Responsiveness

Provide an atmosphere of caring and harmonious relationships in witness to Christian love, justice and peace encouraging exposure to communities needing services, and availing of modern technology.

Objectives
  1. Support innovative programs which are relevant and responsive to human development.
  2. Undertake educational innovations in the curricula to cope with the emerging needs and demands of the Filipino people especially the poor, the deprived, the oppressed and the exploited.
  3. Develop the learning capacity, leadership potentials and desirable attitudes and values in the exercise of love, justice and peace through academic pursuits and co-curricular involvements.

GOAL 3: Access and Equity

Poor but deserving students will be assisted to attain formal schooling through government scholarships facilitated by the Private Education Assistance Council (PEAC) of Fund Assistance to Private Education (FAPE). 

Objectives
  1. Enable deserving students to participate in the ESC/Voucher Program of Government Assistance
  2. Provide opportunities to formal schooling to children of ordinary working parents/benefactors by charging reasonable fees affordable to low-income families.

GOAL 4: Efficiency and Effectiveness

Quality education is targeted through formation of Christian values anchored on integrity.

  1. Develop reasonable and systematic distribution scheme of funds and resources
  2. Budget appropriate for faculty remuneration and development, and for instruction take precedence over other services
